I believe it was Billy Race who apparently was a member of the great Melchester side from the 30's.
Okay now for my question.
Who was the Captain of Alkhoven who beat Rovers in the Final of the 1978 European Cup.

That is correct!
It was Billy Race, according to the November 2000 MotD magazine RotR episode.

It was Johan Seegrun who as you mentioned also captained the Dutch side that Roy's England beat 5-1.

Can I have a clue? I wasn't able to bring my collection from england when I emigrated back in the 80's so I have to go on memory. I think it was about 1973 when he played in a pre season game and Rovers were short of players.
